Who We Are

Our Team

Built by people who saw the system fail from the inside

We've spent decades running research in the field—collecting data in conflict zones, managing teams across 30+ countries, and watching insights get lost because the tools didn't exist to capture them. We built EFL because we believe every organization doing meaningful work deserves access to real measurement—not just the ones with six-figure budgets.

Scott Shadian

Scott Shadian

Founder and CEO

Scott Shadian has spent his career working inside complex systems — policy, conflict, humanitarian response — developing expertise in how systems succeed and how they fail. Over two decades he has worked across the White House, State Department, USAID, and 30+ countries as Founder of Sayara International, designing rigorous evaluations for governments, multilateral institutions, and philanthropies. Much of that work has been in the field, in societies at war or coming apart, with a focus on peacebuilding and conflict prevention.
